JCAR 23-63 (MOAHR No. 2020-011 TY) Department of Treasury, Michigan Gaming Control Board – Fantasy Contest Rules. These rules were submitted to JCAR on May 10, 2023, withdrawn with permission on May 26, 2023, and resubmitted on June 27, 2023. The last day for JCAR consideration is 15 session days from the original submission.

JCAR 23-64 (MOAHR No. 2022-002 LR) Department of Licensing and Regulatory Affairs, Bureau of Professional Licensing – Pharmacy Technicians. These rules were submitted to JCAR on May 25, 2023. The last day for JCAR consideration is 15 session days from submission.

JCAR 23-68 (MOAHR No. 2022-042 LE) Department of Labor and Economic Opportunity, Workers' Compensation Agency – Workers' Compensation Health Care Services. These rules were submitted to JCAR on June 16, 2023. The last day for JCAR consideration is 15 session days from submission.

JCAR 23-70 (MOAHR No. 2022-044 LE) Department of Labor and Economic Opportunity, Director's Office – General Industry Safety and Health Standard, Part 73. Fire Brigades. These rules were submitted to JCAR on July 3, 2023. The last day for JCAR consideration is 15 session days from submission.

JCAR 23-71 (MOAHR No. 2022-031 TY) Department of Treasury, Executive Director of the Michigan Gaming Control Board – Millionaire Parties. These rules were submitted to JCAR on August 10, 2023. The last day for JCAR consideration is 15 session days from submission.

JCAR 23-72 (MOAHR No. 2023-009 LR) Department of Licensing and Regulatory Affairs, Bureau of Professional Licensing – Accountancy – General Rules. These rules were submitted to JCAR on August 21, 2023. The last day for JCAR consideration is 15 session days from submission.

JCAR 23-73 (MOAHR No. 2023-004 AC) Department of Agriculture and Rural Development, Animal Industry Division – Bodies of Dead Animals. These rules were submitted to JCAR on August 29, 2023. The last day for JCAR consideration is 15 session days from submission.

JCAR 23-74 (MOAHR No. 2023-010 IF) Department of Insurance and Financial Services, Insurance – Pharmacy Benefit Manager Licensure and Regulation Act. These rules were submitted to JCAR on August 31, 2023. The last day for JCAR consideration is 15 session days from submission.

How to Determine the Number of Session Days Left for JCAR Review of Rules**

Under MCL 24.245a, the Joint Committee on Administrative Rules generally has 15 session days to act on a set of rules submitted to the committee. To determine when that time will expire for a set of rules that you are interested in, do the following:

1. Determine the date the rules were submitted to JCAR.

2. Determine how many session days there have been since then. A session day is defined in MCL 24.245a(13) as a day in which both houses of the legislature convene and record a quorum. You can determine this yourself by checking the journals here: http://www.legislature.mi.gov/(S(ytvtdvrcvcc43eqxgk1prllj))/mileg.aspx?page=Journals (You may have to go to the bottom of the page and look at the appropriate journals from each house for the applicable time period.)

If 15 session days have passed and JCAR has not taken up the rules, the rules are probably no longer before JCAR, and have been or will soon be submitted to the Secretary of State and take effect.

Please note that under MCL 24.245a(12), a rule pending before the committee at the final adjournment of a regular session held in an even-numbered year must be withdrawn and resubmitted to the committee during the next session, at which point a new and untolled 15-session-day period begins.
